RBI Ombudsman Scheme 2026: The Short Answer

The Reserve Bank – Integrated Ombudsman Scheme (RB-IOS), 2026 is the RBI's free complaint system for customers of banks, most NBFCs, non-bank prepaid wallet issuers and credit information companies. RBI issued it on 16 January 2026 and it came into force on 1 July 2026, replacing the RB-IOS 2021. The RBI Ombudsman can now award up to ₹30 lakh for consequential loss plus up to ₹3 lakh for loss of time, expenses and harassment (it was ₹20 lakh and ₹1 lakh under the 2021 scheme).

Key takeaway for bank exams: Remember four numbers and one name: complain to the bank first and wait 30 days, go to the RBI Ombudsman within 90 days, compensation caps ₹30 lakh + ₹3 lakh, appeal within 30 days, and the Appellate Authority is the Executive Director in charge of the RBI's Consumer Education and Protection Department (CEPD). Old "Banking Ombudsman Scheme 2006" facts are history, not current rules.

All facts below are taken from the RBI's RB-IOS 2026 FAQs (updated 1 July 2026), the scheme text and RBI press releases, checked in October 2026. For the laws behind the scheme, see important banking acts in India.

What Is the Banking Ombudsman Scheme? (Meaning for Bank Exams)

An ombudsman is an independent official who settles complaints without a court case. In banking, the RBI Ombudsman is a senior RBI officer who examines complaints about "deficiency in service": a shortcoming in any service a regulated entity must provide, whether or not it caused a money loss.

Three features make it popular in exams and in real life:

  • Cost-free: there is no fee to file or resolve a complaint.
  • Non-adversarial: no lawyers are needed; the Ombudsman tries to settle first.
  • One Nation One Ombudsman: complaints are not tied to the customer's city. Online complaints go through one portal, cms.rbi.org.in, and e-mail or paper complaints go to the Centralised Receipt and Processing Centre (CRPC) at RBI, Chandigarh.

The scheme is framed under Section 35A of the Banking Regulation Act 1949, Section 45L of the RBI Act 1934, Section 18 of the Payment and Settlement Systems Act 2007 and, newly cited in the 2026 scheme, Section 11 of the Credit Information Companies (Regulation) Act 2005.

How to File a Complaint with the RBI Ombudsman (Step-by-Step)

  1. Complain to the bank or NBFC first and keep the complaint number. A complaint sent straight to the RBI, or one where the RBI is only marked in copy, is not maintainable.
  2. Wait 30 days (or the longer time under RBI, NPCI or card network rules). You can move earlier only if the entity has replied and you are not satisfied.
  3. File within 90 days after that period ends or after the last reply, on cms.rbi.org.in, by e-mail to crpc@rbi.org.in, or by post to the CRPC in Chandigarh.
  4. Attach details: your name, mobile and address; the entity and branch; the earlier complaint number and copy; account, card or transaction details; the entity's reply; the facts and the relief you want.
  5. Track the complaint on the CMS portal with the complaint number and mobile number, or call 14448.

How the RBI Ombudsman Decides a Complaint: Settlement, Award or Rejection

OutcomeWhen it happens
SettlementThe Ombudsman or Deputy helps both sides agree through facilitation, advice or conciliation
AwardNo settlement and the Ombudsman finds deficiency in service; the entity is directed to act and/or pay compensation
RejectionNo deficiency in service, or a ground for rejection applies (for example the dispute needs detailed oral evidence, or compensation sought is beyond the Ombudsman's power)

After an Award, the complainant sends a letter of acceptance within 30 days, and the entity must comply within 30 days of getting that letter (or appeal, where allowed).

Complaints Not Covered Under the Banking Ombudsman Scheme

The RBI lists these as non-maintainable under RB-IOS 2026:

  • The entity was not approached first, or the 30-day wait is not over (unless the reply was unsatisfactory).
  • Filed more than 90 days after the allowed time.
  • The same grievance is already pending or settled with the Ombudsman, or decided on merits by a court, tribunal or arbitrator. (A police case or criminal proceeding is not counted as the same grievance.)
  • Commercial judgement of the entity (for example, the bank's decision on whether to give you a loan).
  • Disputes between a vendor and the entity, between two regulated entities, or employee–employer disputes.
  • Grievances against the management or executives of an entity.
  • Action taken on the order of a court or statutory authority.
  • Services outside RBI's regulation, and complaints already covered by Section 18 of the CIC (Regulation) Act 2005.
  • Abusive or frivolous complaints, or ones filed by an advocate who is not the aggrieved person.

Appeal Under the RBI Ombudsman Scheme: Appellate Authority Rules

  • Who hears it: the Executive Director in charge of CEPD, RBI. CEPD acts as the Appellate Authority's secretariat.
  • Customer: may appeal within 30 days of receiving the Award; the Appellate Authority can allow 30 more days for a good reason.
  • Bank or NBFC: may appeal within 30 days of receiving the customer's acceptance letter, only with prior sanction of its Executive Director or an official of equal rank. It has no appeal against an Award passed because it failed to give the required information or documents.
  • Decision options: dismiss the appeal, allow it and set aside the Award, send the case back to the Ombudsman, modify the Award, or pass any other suitable order.
  • There is no appeal against a rejection under the scheme; an appeal lies only against an Award.
