- Read the following passage carefully and answer the questions given after it. Long before modern banks reached the villages, cooperative credit societies lent to farmers who had nowhere else to go. Members pooled their savings, elected their own committees and lent to one another at rates far below those of the moneylender. At their best, these societies combined local knowledge with mutual trust: a borrower was a neighbour, and his ability to repay was known to all. Over time, many societies weakened. Elections were captured by local elites, loans were given on the basis of influence rather than need, and repeated loan waivers taught some borrowers that repayment was optional. Deposits shrank as members lost faith, and the societies became dependent on refinance from higher-tier banks. Recent reforms have tried to restore their health. Societies are being computerised so that accounts can be checked easily, and model bye-laws allow them to take up new activities such as running storage facilities or retail outlets. Stronger supervision is meant to catch problems before they become crises. Technology and rules can help, but the original strength of the cooperative was its members' sense of ownership. A society whose members attend meetings, question their committee and repay on time needs little outside help. Rebuilding that culture will take longer than installing software, but without it the reforms may change only the paperwork.
